IMPORTANT UPDATE:
Effective December 1st, FRCP, FRCRCP, FRBP, and FRAP have amended their rules to remove electronic service from the modes of service that allow an additional three (3) days to respond. We have updated the Federal courts accordingly to reflect such change. Please note at this time, we decided to move forward with the changes if an electronic service offset has been provided for solely in the CM/ECF guideline documents, Administrative Procedures Manuals, or other similar non-dispositive documents.
The following courts have a local rule that provide a unique service offset. These courts either do not have proposed amendments/notices regarding the Federal electronic service amendment or have stated that they will continue to provide the 3-day electronic service offset. Therefore, we have not changed the courts per the Federal December 1st amendments, and will abide by their local rules:
- USCoA, 5th Circuit (5CIRCT)
- USCoA, 9th Circuit (9CIRCT)
- USBC, District of Massachusetts (MABK)
- USBC, Western District of North Carolina (NCWB)
- USBC, Middle District of Tennessee (TNMD)
- USBC, District of Utah (UTBK)
- USBC, Western District of Virginia (VAWB)
- USDC, District of Alaska (AKDCT)
- USDC, Central District of Illinois (CDILDC)
- USDC, Southern District of Illinois (SDIL)

- USDC, District of Oregon (DOR)
- USDC, Eastern District of Pennsylvania (EDPA)
- USDC, District of Puerto Rico (PRD)
- USDC, Northern District of West Virginia (WVNDCT)
The following courts have local rules that provide a unique service offset; however, they have proposed local rule amendments addressing the offset. As of November 28, 2016, they had not finalized the proposed amendments. Accordingly, these courts were not changed to reflect the Federal December 1st amendments. After the local amendments are finalized, we will make the changes, which will be reflected in your updates package the following month:
- USDC, Eastern District of Texas (EDTX)
- USDC, District of Rhode Island (RIDC)
